Regina Gilligan created Panhandle Annex in 2022 as part of the City of Richmond’s FY 2021-2022 Love Your Block Mini Grant program. The work is a freestanding mural that depicts the East Bay hills, local land, plants, birds, animals, insects, Ohlone people, and a now-underground creek. The artwork explores themes of the area’s natural state before urban development, global warming, and the importance of native ecosystems. Contributors include Tarnel Abbott and Martha Jackson, with guidance from project applicant Bernadette Garcia-Roger. The work incorporates Nova acrylic paint, sealed plywood, and a clear anti-graffiti coat. The piece reflects local history, environmental awareness, and community engagement.
